oh dear, that's really not good. I would URGENTLY take him to the nearest urgent care vet. If you can't afford it, see if the humane society will look at him. A male cat can become deathly ill quickly from untreated urinary problems.

Dry cat food should never ever be fed to cats, and in my opinon that goes doubly for male cats since their urinary health is a delicate matter. Wet cat food is better than dry by far, and raw is by far best. But admittedly hard to do.

Also, a kitty water fountain will help encourage much more frequent drinking, which helps urinary health. I just found a new kind at Target yesterday in the pet aisle for $24.95 and they are $75 and upwards at the petstores.

Your cat's life may depend on how you feed him. I had a male siamese with frequent urinary problems over his 20 year lifespan, so I'm well versed in how serious this can get. The longer you wait to treat it, the more expensive the treatment is (full blown surgery versus dietary change). It potentially may cost his life if left untreated.
